The specification seems to be of two minds regarding whether MEPs are Features or something sui generis. Part I asserts that MEPs are Features; however, sections 7.3 and 7.4 (and following sections) in Part II treats MEPs as something other than Features. The HTTP binding supports the following Features: 2 MEPs as specified, web-method and action.
