[xop10] broken references section

Hi,

  <http://www.w3.org/TR/2004/CR-xop10-20040826/>, [MTOM] and [SOAP
Representation Header] refer to their documents as Working Drafts but
point at the URI of the CR. Appendix B would benefit from following some
of the guidelines for references sections, see

  http://www.w3.org/2001/06/manual/#ref-section

You can use

  http://www.w3.org/2002/01/tr-automation/tr-biblio-ui

to generate the relevant markup. Following this format will also help
you to update outdated references, for example the [XML InfoSet]
reference points at the First Edition of the document while the latest
version is the Second Edition, see

  http://www.w3.org/2004/07/references-checker-ui
