Issue 470 Resolution agreement

On today's telcon, the WG agreed to a resolution [1] of issue 470.
Actually, the WG agreed to this resolution along with the agreement that
any WG member can cause the resolution to be re-considered if she/he makes
a dissenting case (just "no" is not enough, and the chair will be
disinclined to consider any dissenting case that does not include a
concrete proposal). Such cases must be made by CoB (PDT) on friday, 30
July. In the meantime, the editors are implementing the resolution in
anticipation of preparing our specs for review and CR.
