Chris, During the 11 September 2002 telcon, the WG has decided to close issue 381, 'specifying relationships between primary and secondary parts' with the following resolution: The paragraph from section 4. Compound SOAP Structure Model starting with "Secondary parts can be used to contain data..." is not intended as normative prose but rather as an example.
