Tim,

You recently raised an issue regarding the encodingStyle attribute in SOAP
1.2. Specifically, you asked 'What is the encoding style in the case where
no encodingStyle attribute is in scope?'

The XML Protocol Working Group discussed this issue and concluded that if no
such attribute is in scope for a given element then no claims are made
regarding the encoding style of that element.

This will be clarified in the next draft of the specification.
