 Hello all. 8-)
 The XMLP Working Group has closed the issue 170 (referencing 
missing data) with the following text being incorporated in the 
spec:

 "When SOAP Encoding data is being deserialized and a reference
to a missing ID is found, the application SHOULD generate a fault
with faultcode env:Sender and subcode enc:MissingID."
