Joseph, The XML Protocol (XMLP) WG discussed and decided to close issue 254 [1], which you originated, with the following resolution: SOAP encoding is optimized for various applications and has implementation standing in the community. We do not believe that RDF should replace SOAP encoding. We trust that this resolution satisfies your concern. If not, please contact the WG asap.
