The meta issue 40 [1] has now been closed.
Rationale for closing:
The XML Protocol working group feels that SOAP 1.2 is as suitable for
use on resource constrained devices as is possible given the other
requirements it has to meet. The specification has dependancies on a
minimum number of other specifications (XML Base, XML Schema Datatypes,
XML 1.0, XML Namespaces), none of which has prohibitive processing
requirements.
Also, the extensible encoding mechanism of SOAP 1.2 also permits
intermediaries to re-encode content that may be encoded in manner not
optimal for these devices (such as when there exists many circular
references).
