XMLP issue 135 now resolved

Mark,

The XMLP Working Group addressed issue 135[1] during the 7 November
teleconference by:

- ratifying the use of the word "must" in section 3:

  It MUST discard messages that have incorrect namespace information
  (see 4.4 SOAP Fault)

- deciding that encountering a namespace URI other than the one
  defined in the specification will trigger a version mismatch fault.
