What's procedure for unsubscribing?

Now that we've gotten over the hump of how to reconcile existing specs, I
think it's time I dropped out... What's the unsubscribe syntax?

Reminder to those who want to continue working the problem: None of the
issues have gone away. Any proposed revision must be one that works within
those bounds.

Personally, I strongly recommend that you instead go back to first
priniciples and practical goals; look at _all_ possible syntaxes for
expressing the desired information (including other ways of binding a
namespace ref to relative URIs, if that binding is what you want), and
focus on addressing those specific needs rather than getting caught up in
making the namespace declaration itself be relative. There may be a serious
requirement here -- but I don't think this particular solution is ever
going to fly; it's simply carrying too much baggage.
