[xml-names] STag and EmptyElemTag use incorrect links from Anne van Kesteren on 2007-10-09 (xml-names-editor@w3.org from October 2007)

Hi,

In http://www.w3.org/TR/2006/PER-xml-names-20060614/#NT-STag the STag and  
EmptyElemTag productions point to the XML 1.0 specification for Attribute  
which for Namespaces in XML 1.0 is actually defined a bit further down. It  
seems that STag and EmptyElemTag should point to #NT-Attribute instead.
