http://www.w3.org/TR/2006/PER-xml-names-20060614/#ns-decl says "must either be xmlns or begin xmlns:." How about making that "begin with xmlns:."? It also says "Element names MUST NOT have the prefix xmlns." Here MUST NOT is not marked up like the other RFC2119 terms, was that intentional?
