XML declarations say "1.1" in the 1.0 spec

Hi,

The Namespaces in XML 1.0 (Second Edition) Proposed Edited Recommendation 
[1] have the following line in some examples:

   <?xml version="1.1"?>

Shouldn't those be "1.0"?
