I propose to allow IRIs (RFC 3987) as namespace names in the namespace recommendation (1.0). Now that XML 1.1 and namespaces 1.1 are dead, changes to 1.0 are strongly needed. Some implemenations already support namespace IRIs while others don't. Although this change has impacts on existing XML parsers, it is badly needed for interoperability. People will use IRIs if their favorite implementations allow IRIs, and will have a big problem when they try to use different implementations. Cheers, Makoto
