Namespaces 1.1 - "names whose scope extends ..."

In chapter 4 of the CR the final sentence makes mention of ".... names whose 
scope extends beyond the containing document".

What does that mean?

Is that synonymous with the term "qualified name"? If so, why not simply say 
so?
