Namespaces 1.1 - Change/inconsistency in terminology?

In Namespaces 1.1 the term "local name" is inconsistently introduced in place 
of "local part", the term used in Namespaces 1.0.

Is there a reason for the seeming inconsistency? Is some difference in 
meaning intended to be conveyed?
