In http://lists.w3.org/Archives/Public/xml-names-editor/2002Apr/0000.html Tim Bray asked for clarification that "" is not a namespace. I note that http://www.w3.org/XML/xml-names-19990114-errata#NE04 indicates that no relative URIs are legal namespaces but that it is silent on same document references (i.e. "" and "#foo"). It seems to me that namespaces 1.1 when incorporating erratum NE04 should also expand it to include same document references (the terminology of RFC 2396). Jeremy
