Definition of local name

  Section 2.1 states "Definition: The local name is the name itself." 
I don't think that's accurate. If it's the name itself, why use a 
separate term for the same thing? And according to XML 1.0, the name 
would be the qualified name, not the local name, in cases where the 
name has a prefix. I think a better definition of local name is 
needed here.
