draft-reagle-xenc-mediatype-02.txt

Please update [1] with the attached draft-reagle-xenc-mediatype-02.txt . 
This is an update to the 01 draft I requested you publish on August 07 2002 
[2] but which was not published -- and I don't know why. If you wish to 
label this the "01" draft, please do so.

The only change in this version from the 01 I submitted in August is I 
excerpt the introduction from the W3C document within the draft, in 
response to Larry Masinter's request [3].
