Prepping for Last Call on WG Drafts

As discussed in the call today [0], I've prepped the editors' copies of 
Requirements [1], Syntax and Processing [2], and Decryption Transform [3] 
for last call. 

In the spec [3], I removed the Digest{Method,Value}, and added some text in 
the Processing Rules for the nonce:

   4.1.3.3 If present, /+prepend the nonce and+/ encrypt the octets 
   using the algorithm and key from steps 1 and 2.

    4.2.3.3 The encrypted octet sequence obtained is decrypted 
    using the algorithm/parameters and key value already 
    determined from Steps 1 and 2. /+If a nonce was prepended 
     to the plaintext, remove it.+/

I need to include the examples to section 5 Don will send within the week, 
and then I'll publish these. Since I will be on Holiday October 4-11 2001, 
we should be able to move these forward the week of October 15th.
