I suspect I'm confusing myself, but what's in an EncryptedKey's CipherData? 
We can't specify this in schema easily (it's like a 2nd dimension) but I 
think we should say something, is it a KeyInfo, a child of KeyInfo (or 
something from some other namespace), or is it a raw symmetric key without a 
description of type?
