Hi, I'm not sure about your other questions but there are a number of implementations. At least for XMLDSIG, I suggest you check out <http://www.ietf.org/IESG/Implementations/xmldsig-Implementation> and the interoperation matrix linked to the XMLDSIG working group site <http://www.w3.org/Signature> and the code links from there and the XML Encryption working group site <http://www.w3.org/Encryption>.
