That's great for the sending side, but I would prefer stating that the 
receiving side MUST support this. So how about:

Note that MIFFY Packages using Multipart/Related MAY use any of the 
facilities therein, including the "Start" parameter to indicate the root 
part. Therefore, implementation supporting Multipart/Related for MIFFY 
Packages MUST/SHOULD handle all the facilities therein.
