XML DSIG can sign arbitrary bytes; requiring "translate to base64" before signing seems like needless cost. On the other hand, given the different base64 output formats, the safest thing to do is to define a "base64 c14n" transform that ignores all whitespace. Every time a new URI is introduced, interop takes a hit, but I see no feasible alternative. /r$
