So, no, there never was a SOAP 1.1 W3C Recommendation. The SOAP 1.1 specification is the property of Developmentor, IBM, Lotus, Microsoft, and Userland. These authors and six other companies submitted the SOAP 1.1 specification to W3C in April 2000. W3C published it as a Note in May 2000. This specification has not been updated since its submission. W3C launched the XML Protocol Working Group in September 2000 to define a standard XML protocol based on SOAP 1.1. The result of this effort is the SOAP 1.2 Recommendation. SOAP 1.2 is the first XML protocol recommendation to be published by W3C.
