This is a special case of the general issue that one might want to use a SOAP message as a means of transferring data that is not lexically valid per SOAP or XML. E.g., one might want to send a JPEG-encoded photograph. We've addressed the photo case generally, so the same solutions should apply to other things that are not valid per SOAP, including things that are "almost valid."
