Issue 367 states that: There is no dedicated section that would explain what is in scope and what is explicitly left out of scope of the specification. Discussion: This issue was raised after review of the SOAP 1.2 specifications by the W3C QA WG. The QA Framework: Specification Guidelines [1] in section 2 proposes the definition of use cases to understand the primary use and scope of the specification. The SOAP 1.2 WG has defined a set of Usage Scenarios [2] as part of its requirements gathering process. Proposal: The scoping of the SOAP 1.2 specification should be made with reference to the generated Usage Scenarios. The Usage Scenario document should be referenced from the specification as informative.
