Issue

SOAP 1.2 spec carries references [1] to SOAP Encoding Schema at
http://www.w3.org/2001/12/soap-encoding However, Part 2 does not claim if it
is normative or non-normative.

Proposed Resolution

Add a new sentence in section 4 [1] as follows: "Schema documents for this
namespace can be found by dereferencing the namespace identifiers. These
schemas are normative"
