What's the relationship between SOAP and XMLP ?

Dear All,

Can anyone tell me the relationship between SOAP and XML Protocol ?
I wonder what's the key reason to create a new standard if there is already
a W3C submission.
Can XML Protocol be a extension of SOAP ?
