The last bullet in the "may consider" set doesn't really belong there:

   - extending the message by extension of the XP envelope itself.

The section talks about XP modules and how to carry XP module data
whereas the question of evolution of the XP envelope is covered in 702.

Therefore, I suggest that we delete this bullet.
