The oid for the explain record syntax is 1.2.840.10003.5.100 see http://www.loc.gov/z3950/agency/defns/oids.html#5. This refers to the explain asn.1 at http://www.loc.gov/z3950/agency/asn1.html#RecordSyntax-explain.
