New version of Z39.50 document? Official yet?

Hi. Not getting along to the ZIG, I was not sure when the new Z39.50
spec was officially released. We have been playing with XER a bit
and realised the text of of the Z39.50 spec is much more important.
Changing names does not change the BER, but does big changes to
the XER encoding.

One of the guys here was looking at a later copy of the ASN.1 (from
the LoC site I believe) and discovered what he thought were ASN.1
errors in the file. For example, in the options string there is now
a "Dedup" value (leading upper case letter). Arn't only types allowed
to start with an uppercase letter? There were a few here and there.
