string identifiers for schemas

Please see proposed Z39.50 amendment "String Identifiers for Schemas"

This arose from the ongoing discussion of how to indicate an XML schema in a
Present request,  most recently among Bath implementors. It is on the agenda for
discussion at the October ZIG meeting.

This amendment, editorially, would be nearly trivial to incorporate in the text,
and so if it is carried at the meeting, could be incorporated into the 200x
revision.
