revision, and state tables

A revision of Z39.50 is being prepared and a draft will be ready for ballot
soon. There are still some pending issues. One of these concerns the state
tables.

At the ZIG meeting last week we discussed a number of issues pertaining to the
revision, including the state tables. The consensus at the meeting was to remove
them (along with the associated abstract state-machine model). In effect this
would mean removal of section 4.2.

I'm going to make this change if there isn't any significant objection. For
those of you who were not at the ZIG meeting, if you think the state tables
should continue to be maintained, please comment, by next Friday, October 19.
(If you think they should be removed, there is no need to respond.)
