My only qualification, and I think this is a sub point of 4 although related to 3, is that I'd like some of the Explain mechanism/information to be available independently of Z39.50 search and retrieve so that we can make use of other directory of service mechanisms such as LDAP, UDDI, initiatives such as ISO 2146 (OK, so the last one per se isn't strictly relevant but whatever the intended carrier is for ISO 2146 it would be nice to be able to include some of the Explain info in that...)
