The XSL 1.1 spec doesn't use the term 'recto', but the OED defines it as either the right-hand side page or the front of a piece of paper, so there's multiple ways that the answer could be "yes". You might start with the first page on the back of the title page or cover (common in children's picture books, though that's not known to be a hotbed of XSL formatting AFAICT), and Japanese books set with vertical writing mode [1] have even-numbered pages on the right-hand side of a spread (though the Requirements for Japanese Text Layout document uses "recto" in the sense of being the front of the paper).
