No, it's not possible in XSL 1.1.  The position of the region-body is
defined by its margins.  See the second paragraph under 'Areas' at
http://www.w3.org/TR/xsl11/#fo_region-body

This should be possible with XSL 2.0, when it exists.  E.g., see
http://www.w3.org/TR/xslfo20-req/#relationship-of-two-objects

Feedback on the requirements (ideally using the W3C Bugzilla) is always
