The XSL FO 2.0 effort is only at the stage of publishing the first draft of the requirements document, so there are no XSL FO 2.0 processors, free or otherwise. So while it's too early for there to be a XSL FO 2.0 processor, this is the time when you can influence what goes into XSL FO 2.0 by completing the requirements survey [1] and providing feedback on the current draft requirements [2].
