PDF annotations

Hello,

I'm quite new in XSL-FO. Looking at the documentation I couldn't find a 
way to place directives in XSL-FO which would allow me to write 
annotations into a pdf file being created. I need this to control the 
workflow in a document management system. Has anybody have an idea?
