As far as I was able to understand from the documentation on XSL-FO, the start-indent element inherits. However, in practice it doesn't seem to be so simple. In particular, negative values in the start-indent do not work as they are supposed to (i.e., if the outer element has an indent of 50pt, and the inner element has an indent of -20pt, it does not appear with an indent of 30pt, rather it is at the left margin.
