Need help with spaning many pages with block containers

Hello,
I am new to this xsl-fo environment.  I am creating a stylesheet that needs
to span many pages.  The "background" is an image that is repeated on every
page, it contains header and static information as well as invoice lines.
Because the dpi is 300 - I have put in as an external graphic that covers
the whole page.

I am then using block containers to place my data over the image.  I need
to recreate this page when my data spans more than one page.

Please review this attached stylesheet and let me know if you can offer any
help.
