No.

This is not possible in XSL-FO 1.0.

That won't help you.

There are no "state of the formatter" variables to test in XSL-FO 1.0.  The 
philosophy is to supply contingencies in the flow rather than to test the 
state of the flow, and contingencies will be chosen by the 
formatter.  There are no contingencies for what you what, however.
