keep-together

Hello,
When using "keep-together" with FOP, either it is not working, or I am
doing it wrong.  I am going to bet that I am doing it wrong....

Example:
<fo:table-row keep-together.within-page="always">

I would think that this would keep all the contents of a row on the same
page and not split the row up..

Am I doing this right?
