There is a freeware tool that can help convert HTML to XSL:FO. However, as I have tested it recently, if there are complicated layouts (nested tables in my case), the results are less than satisfactory. Barely enough to give you a baseline to start with. You may also want to try XML:SPY Enterprise Version (trial version too). http://sourceforge.net/projects/html2fo/ HTH.
