Pujian,
I have not used it or tried it, but this sounds promising: http://www.xslfast.com/products/ <http://www.xslfast.com/products/>
Also I am currently using rtf2fo from http://rtf2fo.novosoft-us.com <http://rtf2fo.novosoft-us.com> to prototype fo documents quickly using RTF tools.

Hi,
it could also be interesting have a look to FOA & WH2FO.
WH2FO tranforms an HTML document, generated by Word 2000, into an XML file
and an XSL-T file that combined gives you the XSL-FO file.
You can also have a look to FOA (Formatting Object Authoring tool) is not
WYSIWYG but has a nice interactive preview. These projects are open-source
and hosted by Sourceforge.
WH2FO: http://wh2fo.sourceforge.net
FOA: http://foa.sourceforge.net
