Let me better understand, you want to have the TOC, that is composed by 1 or more pages using a the first page layout, then you want to render the rest of the document using the main page layout. If my assumptions are right modify your FO in this way: <fo:page-sequence-master master-name="toc"> <fo:repeatable-page-master-reference master-reference="first"/> </fo:page-sequence-master> <fo:page-sequence-master master-name="content"> <fo:repeatable-page-master-reference master-reference="main"/> </fo:page-sequence-master> keeping the page sequence as it was. Now you will have as many TOC pages as necessary and then your content.
