LaTeX has a similar float and marker model, there the equivalent problem is solved by (a package, lastpage.sty, that adds) a command that causes the system to emit a special marker on the last physical page produced. this marker is accessed in the usual way (so fo:retrieve-marker here) but not explictly set anywhere in a text flow but just conceptually set by the end of the page sequence.
