Which I must admit is all Greek to me. well it says that fo:flow must only contain one or more of the listed elements. Line 924 is the /fo:flow below LawH VIRGINIA COMMONWEALTH UNIVERSITY WO-09812183 1998 </fo:flow> looking at that you'll see you have text there which probably should be in an fo:block.
