Yes, but isn't the thread about _how_ to encode it into the FO?

   I *think* that the implementation of active bookmarks part is
   pdf specific?
   E.g. a static ps document couldn't do much with them?

What's a static ps document? One man's something is another man's
something else...

You may have only intended to print your PS file, but if the file had
pdfmark operators in then when distilled it would get all the hyperlinks
and bookmarks etc. Also some flavours of ghostview will interpret the 
pdfmark operators directly without converying to pdf, a kind of hyper
postscript (which is less popular now gs will read pdf natively)
