The default behaviour of xmltex given an element in an unknown namespave
is to try to load some code for that namespace.
Whether or not any code for the namespace is found, the behaviour is to
ignore unknown elements (with a warning) and process the element content.

(which means that if ignoring a fop specific namespace isn't going to
do, the right thing, one just needs to put a suitable tex file with some
definitions for the fop commands, somewhere where tex will find it)
